About Ethical Labour Foundation
The Ethical Labour Foundation was founded in 2023 as an Australian registered charity with a global mission to systematically eliminate and prevent all forms of forced labour.

Systematic Relief and Lasting Change
The Ethical Labour Foundation was formed to provide relief of distress, suffering and poverty for people trapped in - or at risk of being trapped in - forced labour throughout the world, and to systematically eliminate the root causes of the global forced labour problem.
A System-Level Solution to a Complex Global Problem
To address the scale and complexity of forced labour, the Ethical Labour Foundation applies a strategic, coordinated, technology-led approach:
Technologies and Processes
Leading new frontiers in cutting-edge AI, global collaboration management, crowdsourcing and data science.
Thought Leadership
Harnessing the Collective Intelligence of subject matter experts globally to guide the necessary system-level changes.
Advocacy and Legislation
Facilitating the implementation and harmonisation of effective human rights laws across all 193 UN members.
Lead Global
Collaboration
Provide the 'collective intelligence' technologies necessary to efficiently and effectively lead, coordinate and manage global collaborations.
Sustainable Global Impact
A system-level forced labour solution backed by a 'profit-for-purpose' business model to deliver sustainable global impact.
The People, Processes, Resources and Technologies to Systematically Eliminate Forced Labour
The team behind Ethical Labour Foundation have been designing and delivering advanced technology solutions to system-level challenges and problems for over 35 years. Combining this with a global network of aligned civil society expert partners and the necessary capital means it's not a matter of 'if' we can systematically eliminate forced labour, but 'how soon'.

Driving Change with Proven Experience and Vision

Conceived, funded and led the RCX-ELF solution since its inception in 2018

Tim is a seasoned civil engineer and entrepreneur with a 30-year track record of solving complex, system-level problems using innovative technology. He left construction in 1990 when the NSW Government recruited him to see whether it was possible to use technology to reduce the $600 million annual cost of pothole patching across New South Wales. Within five years, Tim’s team halved these costs while improving road conditions.
This success taught Tim the power of technology to address large-scale, system-level problems and led to him founding Infrastructure Control Services (ICS) in 1995, which grew into a global consultancy, employing over 200 people, completing projects in 33 countries and listing on the Australian Stock Exchange in 1999 as ICSGlobal Ltd [ASX:ICS].
Tim remained CEO for 11 years, developing Thelma (www.thelma.com.au) a SaaS-based 'medical banking' claims and payments clearinghouse for Australian hospitals.
In 2018 - alerted to the spiralling forced labour numbers around the world - Tim founded SlaveCheck* in 2019 (*renamed to RCX - Responsible Capital Connect - in 2025) and Ethical Labour Foundation (ELF) in 2023, drawing on his experience creating impactful solutions to address the system-level problem of forced labour. Tim's commitment and leadership at RCX-ELF, including his funding of the initiative since its inception in 2018 – demonstrates his commitment to leading positive global change.
